APRN MinnesotaIn order to increase access to thousands of patients across Minnesota, Senate 511 must now be positively represented / approved by the house.

The plan is to approve the bill by "concurrence", a process by which the House approves the Senate version of the bill instead of H.F. 435

The Senate passed S.F. 511 on May 1st by a vote of 64 to 0.
S.F. 511 APRN legislation will be heard on the House floor on Thursday.

APRNs and the physician groups have agreed to compromise language contained in S.F. 511.

The physician groups have dropped their active opposition to the bill.
The compromise language included in S.F. 511 does the following:
All four APRN roles will have autonomous practice and prescriptive authority effective January 1, 2015 with the following exceptions:

New graduate nurse practitioners and clinical nurse specialists will need to practice under a collaborative agreement with a physician or an APRN in a clinical system that includes APRNs and physicians for the first 2,080 hours.

CRNA practice for the treatment of chronic pain will remain status quo as it is today which means:

CRNAs will need to practice under a collaborative agreement with a physician when treating patients for chronic pain.

CRNAs will need to maintain a written prescriptive agreement with a physician for prescribing to treat chronic pain.

An APRN Advisory Committee to the Board of Nursing is created. The committee will include physicians and review practice trends, prescribing and complaint data in the aggregate, and advise the Board on emerging practice and regulatory standards.

The compromise also includes language and funding to be included in the Supplemental Budget bill for MDH to gather data about chronic pain procedures performed by physicians and CRNAs in Minnesota.
